Jakarta – The Ministry of Public Works and Public Housing (PUPR) continues to be committed to realizing reliable infrastructure development in the Provinces of Papua and West Papua. This aims to reduce the high poverty rate, reduce the expensive index and equitable distribution of infrastructure development.
To support this, the Ministry of PUPR is taking breakthrough steps for infrastructure development in a more integrated, precise, focused and synergistic manner with ministries/agencies and local governments. “This is in accordance with the mandate of Presidential Instruction No. 9 of 2020,” said Minister Basuki in the RI BPK Opinion Workshop “Management of Special Autonomy Funds in the Provinces of Papua and West Papua”, Tuesday (30/3/2021).
In FY 2021, the budget allocation for PUPR infrastructure development for Papua Province is IDR 6.12 trillion for natural resources sector IDR 670 billion, roads and bridges IDR 4.46 trillion, settlements IDR 650 billion and housing IDR 330 billion. Meanwhile, in West Papua Province, Rp. 3.67 trillion was spent on natural resources, Rp. 600 billion, roads and bridges, Rp. 2.54 trillion, settlements, Rp. 320 billion, and housing, Rp. 200 billion.
Minister Basuki said, to create reliable infrastructure as well as answer the challenges faced in the provinces of Papua and West Papua, the PUPR Ministry is committed to carrying out four programs. First, equitable distribution of development to improve people’s welfare. Second, affirmative support for increasing the human resources (HR) of the Papuan people. Third, the implementation of the Cash Work Intensive Program (PKT). Fourth, fulfillment of basic needs and services with PUPR infrastructure support.
“Increasing the welfare of the Papuan people is carried out by opening up the isolation of the region and increasing access and connectivity from land and multimodal. Among them we have built 3,534 km of the Trans Papua Road, 1,098 km of the Papua Border Road and 1.3 km of Youtefa Bridge,” said Minister Basuki.
Furthermore, to support human resource capacity development, the Ministry of Public Works and Housing conducts construction service human resource training involving indigenous Papuan and West Papuan partners. In addition, the Ministry of PUPR also empowers local business actors with limited tenders for construction work packages at self-estimated prices (HPS) between IDR 1 – 2.5 billion.
Meanwhile, for the development of internal human resources for the Ministry of Public Works and Public Housing, the technical centers in Papua and West Papua have been filled by indigenous people as Heads of Offices, Heads of Working Units and PPK.
The third program is the implementation of PKT to distribute income for the people of Papua in the context of National Economic Recovery due to the COVID-19 Pandemic. In FY 2021 there is an increase in the PKT budget from the previous year, namely from IDR 671 billion to 731 billion. This budget is used for 19 activities that will absorb 27,967 workers.
The fourth program is fulfilling basic needs and services with infrastructure support in the PUPR sector including the construction of Integrated National Cross-Border Posts (PLBN) in Skouw (Jayapura) and Sota (Merauke), infrastructure development to support the holding of the XX National Sports Week (PON) and construction of special houses , clean water, environmental roads, and suspension bridges in Asmat, Mappi and Mamberamo Raya Regencies.
The PUPR Ministry hopes that with this continuous commitment, it can also provide solutions and make a real contribution in responding to challenges and advancing the people of Papua. “We will really pay attention to governance in its implementation, so that it is of the right quality, right on target and right on administration,” concluded Minister Basuki.(Mes)
